Howard is one of the oldest officers in the Salvation Army, having entered tiie work in March, 1841. His first appointment was to Whitechapel, London,’ and ;n May of the same year lie became vicepi incipal of the first Training Home, with the rank of major. His first Territorial command was • Australasia, which included at that time New Zealand. Ho returned to Great Britain in 1890, became British Commissioner in 1892, and was appointed Secretary for Foreign Affairs in 1896. On the death of the late General and founder of the Salvation Army, he was .appointed Chief of the Staff in addition to Public Work, oversight, under the General, of the entire Army, and responsible for knowing and representing its position and needs. This also included the control of International Headquarters, London. He is also author of a book entitled “ Standards of Life and Service.” All the members of Commissioner Howard’s family are Salvation Army officers. The eldest, Colonel William Howard, is at present Territorial Commander for Holland. The youngest son, Captain Harry Howard, died in India some years ago. Commissioner Howard is retiring from his position as Chief of the Staff on account of having reached the age limit, and he has been succeeded in that position by Commissioner Edward J. Higgins.
