KAISER TOURS THE FRONT.
(Received September 24, 7.20 p.m.) AMSTERDAM, September 23. The “ Lokal Anzeiger ” says that) the Kaiser toured the west front, especially Alsace-Lorraine, with a view to improving the morale of the troops. The Kaiser mingled with the men, showing himself to be a Kamerad, and inviting them to fight wholeheartedly. Thq correspondent admits that the Hurrah mood of the first year of the war has entirely disappeared.
CIVILIANS EVACUATING TOWNS. (Received September 24, 7.20 p.ni.) .* PARIS, September 23. The “Echo de Paris ’ states that the civil evacuation of St Quentin, Cambrai and Douuai is proceeding steadily. Repeated air raids on the South German towns have shattered the nerves of the population. There are wild rumours about the immense number of victims and the enormous damage done.
