NEW SCHEME CRITICISED. " That suggestions for the more efficient working of the Port of Lyttelton or any business appertaining thereto be invited from employees of the board and a bonus of £5 be paid to the one who is considered to have given the best suggestion. That this amount be paid monthly, and Messrs Kaye, Howard and Horrell be the committee to decide which is the best suggestion." The above notice of motion in Mr J. J. Graham's namo was on the agenda paper for yesterday's meeting of the Lyttelton Harbour Board, and in speaking in its support, Mr Graham referred to the system in vogue in leading British and American factories, where the employees were encouraged to mako suggestions as to how improvements could be effected. Mr G. Scott seconded the motion. Mr F. Horrell objected on the ground that espionage and interference would bo encouraged. He also strongly objected to being ono of the assessors, as he was not capable of judging. Mr Graham: '' Certainly not of ideas." Mr H. B. Sorensen said that he would liko tho board's engineer to state his views. i The engineer (Mr Cyrus Williams) said that he could not do that in open bo>>rd, but if the members went into committeo he would express his opinion. On resuming open board, Mr A. Kaye* chairman, reported that Mr Graham had withdrawn the motion in order to re-draft it, and to submit it at a later meeting of the board.
