Senator Hoke Smith championed the repeal of the exemption clause in the Panama Bill. He said that Mr Taft was wrong in supposing that tho Democrats' idea in voting to free the coastwise trade from Tolls was to givo a subsidy to American coastwise ships. Tlie Hay—Pauncefote Treaty was undoubtedly part of the United States title to the Canal zone; therefore the abolition of the treaty would be absurd.
If the treaty were terminated tho United States would be obliged to give up control of the Canal, unless she abandoned her attitude as a law-abiding nation, and resorted to brute force to keep what she had illegally obtained. *
