Mr Asquith informed Mr Bonar Law that the Government’s proposed amendments to the Bill would be ready lor circulation by Tuesday. THE ULSTER MANOEUVRES. An extensive system of espionage is being maintained at tho field manoeuvres of the Ulster volunteor force. A big staff of special men from the Criminal Investigation Department and tho Irish Constabulary is spread throughout Ulster, showing that tho movement is causing concern to the Viceroy. The eagerness to sign the declaration against the coercion of Ulster has overtaken tho capacity of tho existing organisation to cope with it. Lord Southampton has offered to obtain 10,000 additional signatures to the petition. A SIGNIFICANT VISIT. THE NATIONALISTS’ LAST WORD. . (Received March 6, 9.50 p.m.) LONDON, March 6. Significance is attached to Mr Devlin’s hurried visit to the Bishops of Raphoo and Derry. Mr Devlin is strongly opposed to modification of the Biil. Mr T. P. O’Connor, writing in “Reynolds’ Weekly,” says it would not be, candid to S3V that the Nationalists had not found it hard to agree to the concessions the Government is about, to offer. They were able to accept them only after anxious and prolonged reflection in the hopo that they would bring peace. Tho concessions were the last word of tho Nationalists. AN UNUSUAL COURSE. BANK OF ENGLAND'S WARNING. LONDON, March 6. The “ Daily Telegraph ” states that the Governor of tho Bank of England conveyed tho Directors’ views to Mr Lloyd George that any civil turmoil in Ireland would affect British finances seriously. It is unusual for the Bank to take this course unless its opinion is sought.
