The Rev J. Gillon, a missionary from the New Hebrides, makes strong charges of maladministration and the maltreatment of natives by the French under the condominium system.

Ho declares that if Englishmen did anything half as bad as some of the things the French do they would be severely punished. The French can do as they like, and a condition of things that is next door to slavery prevails. The French buy and sell natives like cattle. It would be worse if Great Britain had no say at all.
