MR CHURCHILL'S SPEECH

LONDON, September, 13.
The "Westminster Gazette" is startled at tho idea of Lancashire and Yorkshire Parliaments, as mentioned in Mr Winston Churchill's speech, and says that the speech will draw attention to the Federal question, even if the suggestions aro of doubtful practicability. The "Prill Mall Gazette" says that Mr Churchill ;wou!d give Lancashire and Yorkshire separate Parliaments, owing to their differing standpoints, yet he would force Ulster into the arms of an Ireland differing from her in race, religion and economic progress.

Tho Right Hon H. H. Samuel, in a speech at West Hartlepool, said that Mr Churchill's devolution proposals for England were not for to-day or tomorrpw, but for consideration with a view to tho future.
The " Daily News" says that Mr Churchill confuses the demand for Homo Rule, which is based on recognition of nationality, with the necessity for reformed local government.
The " Chronicle " says that tho speech is infelicitous, and provides an argument for the separate treatment of Ulster.
