Replying to Sir Gilbert Parker. Ml Harcourt said that no salaries would bo paid to the British Commissioners, but expenses and subsistence allowances when abroad would be paid. Sir Gilbert Parker gave notice to call attention at the earliest opportunity to th« composition of tho commission.
