SYDNEY, December 13,

One of the chief items on the business paper of the January Political Labour Conference is a proposal to limit rent by legal enactment. It is suggested that all properties shall have a declared capital value, the rent not to exceed 5 per cent, with 1 per centum added for depreciation. It is claimed that this would reduce rents by 25 to 50 per .cent and prevent the landlord from penalising tenants and obtaining from them the benefits resulting from the Wages Board's investigations. The movement has developed because the workers feel that industrial conditions have not improved, in spite of allround increases of wages. Another proposal is that the State should build houses in a wholesale manner, and sell on easy terms, borrowing £5,000,000 for the purpose
