Tho French Naval Commission recommended that the number of battleships should bo raised to thirty-eight. It favours, fast scouting cruisers instead of armoured cruisers, and emphasises the need of destroyers and submarines. It recommends laying down in. 1910 two Dreadnoughts of 21,000 tons and twentv-one knots.
