Russia is lending Persia £IOO,OOO on the security of tho Customs. It is to lio used to pay off superfluous troops at Teheran and Tabriz. The British Minister has been consulted with a view to preventing the money jeopardising tho constitutional- regime. British bluejackets h-ave been withdrawn from Bushiro.
