MUNICIPAL ELECTIONS.

CANDIDATES’ ADDRESSES,

MR BARTRAM AT RICHMOND. Mr F. W. Bartram, a Labour candidate for the representation of the Central Ward in the City Council, addressed a fairly large gathering last evening at- the corner of London and Cumberland Streets, Richmond. Mr J. Thorn'presided. Mr Bartram said that Labour constituted at the least 65 per cent ol the whole of the municipality. It was at present unrepresented. To judge from the personnel of the present Council it might be imagined that the municipality consisted merely of lawyers, auctioneers, master builders and shopkeepers. Tho workers should not blamo the present councillors for lack of 'interest in labour matters, but the working men and women should iouse themselves and take an interest in the conduct of their own affairs, and claim their rights as citizens. He advocated strongly the establishment of a municipal milk-supply. Next in importance to a. pure water supply was a pure milk supply. Unless tlie_ municipality woke up this necessity of human existence would soon b© in tho hands of a trust, and the workers would have only themselves to blame. He was in favour of a, municipal quarry, with a full plant of road-making accessories, and of municipal markets. With regard to the water-power scheme, he urged the necessity of keeping the soarees of electrical energy in the hands of the people. Under a proper electrical scheme every portion of the city would be properly illuminated. While not opposing the canal scheme, he regarded it as of very secondary importance. Ho supported it only from a worker’s standpoint as a means ol providing temporary employment. The visions conjured up by capitalistic orators of Christchur.ch as the commercial centre of the dominion afforded him no pleasure. His experience of other commercial centres of the world was that thero the struggle for a miserable existence was just as keen, poverty and unemployment just as rampant, and the lot of the wageworker just as hard as in places which did not claim to be commercial centres. The questions of the conservation of the sources of electrical energy for the use of the people and the proper control of the food supplies by municipal enterprise were of fjir 'more importance to the working people than the making of the city a commercial centre or the floating of Dreadnoughts near Lancaster Park.

At' the conclusion of Mr Bartram’s address a vote of confidence and thanks was unahimously accorded him.

Mr James Wilson, one of the Labour candidates for a seat oil the City Council, addressed a meeting at Linwood last evening. He advocated tho establishment of a municipal quarry, the prosecution of the canal scheme and of the electric water-power scheme, the municipalisation of the milk supply and tho establishment of municipal markets. Ho urged that the rights of the Gas Company, Tramway Board and Drainage Board should be subject to a provision for the making good of any damage done to private property by their operations. He also supported tho day-labour system for the execution of tho City Council’s work in preference to the contract system. LABOUR CANDIDATES AT WALTHAM. Messrs A. D. Hart and H. Hunter, Labour candidates for the City Council, addressed a meeting at Waltham last evening. Mr W Millar was in the chair. There was a large attendance and tho candidates were accorded a good hearing. At the close of their addresses a hearty vote of thanks and confidence was carried lyThe candidates spoke on similar lines, giving their views on the questions of milk supply, municipal markets, electrical water power, municipal quarries and tho canal scheme They advocated the extension of the parliamentary franchise to local elections und urged that all municipal works should bo carried out by day labour. They deplored the apathy of" the present City council, stating that its methods were obsolete and “ live ” men were required to be of any advantage to the workers. It was stated that outpatients of the Christchurch hospital, which was partly controlled by the City Council, were kept waiting for hours before receiving attention, through no fault of the present medical staff. An extra medical man should be appointed to deal with out-patients only. The candidates expressed the opinion that tho Greater Christchurch scheme had been a failure, as the city had gained all tho advantages to tho detriment of Sydenham. They urged the workers to support the Labour ticket so that Sydenham should get justice. The excessive water rates now applying in Sydenham should be considerably reduced. Those rates were increasing year by year and were a, heavy burden on the ratepayers. Very meagre provision was made for the lighting of tho streets in Sydenham.

Nominations for the Rangiora Borough Council elections will close to-day. The candidates already nominated are Councillors J. W. Foster, J. Carmichael, F. Gulliver, W. T. Wilson, J. Sansom, and C. I. Jennings and Messrs W. D. Johnston and A. B. Blackett. It is expected that Councillors W. Bridget and S. Ayers will he nominated to-day and an election is therefore probable. Mr C. W. Bell, the present Mayor of Rangiora, will probably bo re-elected for a second year without opposition.
