BRITAIN’S ARMAMENTS.

Mr Haldane, in a second speech at Newcastle, said that no single nation was able to reduce its armaments. He believed that the day was approaching when the democracies themselves would initiate a reduction-. Meanwhile Britain could not afford to bo weak,, and must put its forces on the best possible footing. He spoke hopefully on tho relations of Boer and Briton now drawing together. Tire admixture of blood would bring an increase of strength and grit. ■
