ROAD BOARDS.

RICCARTON. The Riecarton Road Board met on October 9; present—Messrs S. A. StaE' lea (chairman), H. J. Derrett, J. J. lougall, J. E. Hanson and G. W. Thomas. The chairman and Mr Derrett were appointed to sign the rate roll. The surveyor reported that the side of the Riecarton Park Road, between the tram line and the channel had been formed up with metal, and the side of the same road, between the West Belt and the Church, was in hand. It was decided to 11) shingle about five chains of Union Street; (2) erect a culvert at Ox junction with Sails Road; and (3) shingle, the Elmwood Road. The boundaries for the area of concrete channels were defined?; and it was decided that ah' new roads laid out giving frontages to sections of,half an acre and under, must have concrete kerbs and channels, in addition to being formed and shingled before being taken oyer by the Board. Messrs Hurst Seager and G. AV. Russell waited on the ' Board as a deputation from the City Council and Board of Education, asking for a contribution towards the cost or the Technical Classes. The Board decided to defer the matter till next meeting. A deputation, from Harewood Road, asked the Board to contribute' towards cost of erecting a public library and hall on Harewood Road, and it was decided to grant £ls towards the public library. Complaints having been made about cattle straying on roads, the Board decided that, unless the ranger gave more attention to his work' and resided nearer the centre of the district, it would have to withdraw his allowance. The Salwyn County Council wrote, saying that a petition'received from residents, asking that the driving on certain, roads, of stock should be prohibited during the daytime. It was decided .that the request could not be granted. Accounts amounting to £127 7s od wore passed for payment. The annual meeting of ratepayers of the Riecarton Road District was held on October 13. Mr B. A. Staples, chairman of the Board, occupied the chair, and seventeen ratepayers, were present. The statement of accounts showed that the receipts for the year ending March 31, 1905, were as follow:—Balance from previous year £719 2s lOd, rates £2776 2s lOd, Government subsidy £36 12s lid, miscellaneous £7l 18s 3d, Park roads £331 6s lOd, boundary roads £47 2s 9d, forming private roads £143 7s 6d, concrete channels (Whiteleigh Avenue) £136 4s 3d, commission on collection of rates £BS 8s 9d, rent of reserve £25 13s Id, refund of expenditure Bottle. Lake Hospital £IOO, total £4472 19s lid. The items of expenditure were:—Administration £328 8s 6d, works £2605 7s 9d, lighting £l9l Os 4d, purchase of horse 3352 10s, miscellaneous £lO3 15s Bd, miscellaneous /Public Revenues Act) £l3 11s, various accounts £2OO 7s Id, hospital and charitable aid £349 19s od, City Morgue and Bottle Lake Hospital £222 4s 2d, interest and bank charges £ll 10s 7d, total £4078 14s 6d, leaving a credit balance of £394 5s sd. The South Waimakariri River Board rat© account showed the receipts, including balance from last year, to have been £133 0s lid, and the expenditure £129 15s 6d, leaving a credit balance of £3 5s sd. The Christchurch Drainage Board rate account showed receipts £731 8s 2d, and expenditure £716 12s Id, leaving a credit balance of £l4 6s Id. On the Selwyn County Council bird rate account the revenue was £213 10s lid, and tire expenditure £2lO 15s 6d, leaving a credit balance of £2 15s scl. The Christchurch Tramway Board rate account showed a credit balance of £l2 4s lOd. The statement was adopted as read. Mr Efford raised the question of condemned houses being brought into the district. and the chairman stated that the Board had power to stop such buildings being brought into the district. After a number of questions had been asked and answered, a vote of thanks to the chairman and members of the Board terminated the proceedings..
