The allies have arranged also to submit to The Hague tribunal the Belgian and Dutch claims against Venezuela. NEW YORK, Jan. 3. Mr Hay, in forwarding to the Powers President Castro's acceptance of arbitration, declined to endorse the accompanying proposal that the head of some American' Republic should act as arbitrator, and the suggestion was afterwards dropped. SEIZURE OP PUERTO CABELLO. VENEZUELAN 1 VESSELS CAPTURED. NEW YORK, Jan. 4. The Germans seized the Customs house at Puerto Cabello. The bloekaders took the Venezuelan vessels from the inner harbour and landed forces on the wharf. There was no firing, and the occupation is only temporary. The captured vessels, numbering fifty, were towed to Port of Spain.
