THE RACING CONFERENCE. WELLINGTON, July 18.

The Racing Conference opened to-day. The Chairman in his report stated that the season drawing to a close gave many evidences of the increasing popularity of the sport and of the determination of the racing authorities to improve it by. the suppression of 'abuses. Their efforts had been generally conducive to the purity of the turf. The Conference had issued, a.stud hook, with, regard to which the accounts showed a. debit balance- of £2O against stock in hand valued at £350. With the exception of one club in Auckland, two in Canterbury and three in Otago, there had been a total abolition of the 5 per cent deduction from stakes. The narrow escape of the perpetrators of the Ethel frauds from criminal punishment seemed to have ended such attempts in this colony, hut: tho renewal .in Australia of . similar operations showed how completely 'justified the Conference was in instituting the • prosecution. He warned hbrseownera of the danger of negli-gence-in complying'with the rules relating: to the registration of partnerships,.. During the year sixty-two clubs had increased • their totalisator business, and eighteen had fallen off. In connection with the' distribution of stakes of the clubs mentioned last 'year, Pahiatua, Stratford, Riverton, Foston, and preeminently Avondale had substantially increased their prizes. Patoa also did so, but is now required under Rule 7 to make further additions. The Takapuna and Marton Clubs, as heretofore, were conspicuous for want of liberality. ■ The report and! balance-sheet for the Com ferenco for year ended July 8 last, showing a credit balance of £124 6s 10d, were adopted. Mr Friedlander gave notice of motion that a committee consisting of one delegate from each metropolitan club, with the Chairman of, the Conference as convenor and member of committee es-officdo, should he set up to consider the disposal of the funds standing to the credit of the Trainers’ and Jockeys' Provident Fund.

A petition was received! from a .largo number of torse trainers asking for better concessions for travelling on the Government lines. The petitioners asked that instead of the present rates they should be charged .half fares each way when travelling to race meetings. The Conference decided to, lay the matter before the Minister of Hallways. WV H. Fergus, an .'injured jockey, applied for compensation. Mr Petrie explained that the applicant was injured two years ago when the Nelson Olub was a metropolitan club. The Greymouth. Jockey Club had been unable to find out whflt'ihad become of the Nelson Ciub’s Distressed Jockeys’ Fund. The matter was referred to the Nelson Jockey. Club’s delegate for information. Consideration! of dates and totalisator permits, submitted by clubs for meetings during the forthcoming season, was submitted to the following committee to report:—Messrs Alison, Friedlander, MVay, Miller and Nolan. The Taranaki Jockey Chib'e proposal to set up a committee to be appointed for the purpose of preparing Eules of Facing was lost. The proposal of the Taranaki Olub that all races other than handicaps shall be considered weight-foirage events was withdrawn. •The ''Otago country clubs’ proposal’ to reduce the - stake limit from £l3O to £l2O per day was withdrawn. The Otago country clubs proposed a further amendment that clubs should be allowed to give £3O of their stakes in trotting, events. The amendment was negatived. ■ The Wellington Eacing Olub proposed! an addition to Rule 13 giving. ©towards : ' the power to review the running of a horse fourteen days prior or subsequent to any meeting being held). The motion was withdrawn. On . behalf .of the Taranaki country clubs Mr Nolan moved that the minimum weight should be altered from 6st 7ib to 7sfc. Mr Bidwell stated that the 7st minimum had been tried by the Wairarapa Eacing Club, ■and it was found that good horses were overweighted. ■ The amendment was negatived.

The Hon G,' M’Lcan moved the Dunedin Jockey Club’s motion that the season for welter weights in-flat races should be altered from Juno 30 to Sept. 1. The motion was negatived. The Auckland Eacing Club asked that the gelding allowance should be increased from Blb to slb. A committee was appointed to deal with the matter.

The Taranaki Jockey Club’s, motion that no club should deduct 5 per cent from the stakes was objected to by the Hon G. M’Lean. The Chairman expressed the opinion that so long as a club gave the amount of stakes in accordance with the rules, the clubs could; deduct more than’ 5 per cent. The amendment was negatived. The Wanganui country clubs moved that the amount to bo won by hacks before being debarred from competing in such races should be increased from 150 to 250 sovs. When the rule was passed the stakes were less than at present. The proposal was negatived. An addition to Rule 51, Clause 1, moved by the Chairman, -providing that the name proposed for any horse must be registered with ;the _ Secretary of a Eacing Club, was carried without discussion.

The "Wellington Racing Club moved' to add to Rule 59a, “no assumed name shall be registered for any partnership or association, of owners.” The Chairman said that he thought that the 'amendment was a desirable one, and it was agreed to. The Conference agreed! that the Chairman.’s ruling, that alij horses in which one owner was interested- should oe bracketed on the lotalisator, should be added to the report of the proceedings of the Conference and ■circulated among clubs. The Taranaki Jockey Club moved to amend Rule 62 to read—" Stewards may prevent a horse from starting if all fees are not paid.” The motion was carried. The Taranaki Jockey Club’s amendments to Rule 79 and 79a were withdrawn. The Wellington Racing Club's motion, to add to Rule 91 xhe words “ at the time when the horses pass the winning post.” was considered unnecessary, and was negatived. The Wairarapa country clubs moved that horses must be ridden out, whether they have a reasonable chance of winning or not. Negatived.

The Wairarapa country clubs moved to strike out Clause 3 of Rule 142, which debars a jockey being owner, part owner, or lessee of any racehorse in training. Negatived. A motion by the Taranaki and Hawke’s Bay Clubs, to amend! Rule 142, Clause 3, by striking out the words " owned,” was agreed to. The Taranaki Jockey Club’s motion, to remove the registration of apprentices from the

office of the Conference to Jockey Clubs, was negatived. A proposed amendment! io J.iul© '152, making it compulsory for an owner to be fined for not running a horse in the colours named ait the time of entry, was- negatived. The -Wanganui country clubs moved that the fee of £1 charged for gentleman riders’ certificates should be abolished. The Ch-airma-n supported the amendment. The Hon- J. D. Ormond; suggested a postponement, which was agreed upon. Captain Russell moved an amendment to RuCe 156, -that no hurdle race shall he under a mile and three-quarters. Negatived. NORTH OTAGO JOCKEY CLUB. O AMARU, July 17. At the annual meeting of the North Otago Jockey Club to-day the balance-sheet showed that the club had begun the year with a credit balance of £BI 19s 7d, and ended it with a balance of £32 15s 6d. The total receipts were £1385 7s 4d. Mr J. F. Reid was elected president. COURSING. The Winter Meeting of the A.shhurton Coursing Club took place yesterday at Lagmhor under most unfavourable circumstances. Continuous rain fell during the day, and only a few enthusiasts attended. The first course was considerably delayed owing to rain-. The following are results:—First round—Austral beat Gipsy, Frisky Lass beat Persimmon, Little Shamrock beat Emperor, Lady’s Chain beat Mizpah, Faster Yet and Mafeking byes. Second round—Frisky Lass- beat • Austral, Little Shamrock beat Mafeking, Lady’s Chain beat Faster Yet. At this stage owing to rain it was decided to discontinue, the owners of Little (Shamrock, Lady’s Chain and Frisky Lass agreeing to divide the -stakes.
