EXECUTION OF BOXER LEADERS. United Press Association—By Electric T elegraph—Copyright. LONDON, Feb. ,18. Chang Chih-tung has beheaded eight alleged Boxer leaders of Hankow mobs. RUSSIAN ASSURANCES. (Received Feb. .20, 12.43 a.m.) LONDON, Feb. 19. In the House of Commons Lord Cranbeurne, during the debate on the- Address-ir.-Reply, said that the friendly representations made to the Russian Government in regard to the Shanhaikwau railway had been largely successful. Assurances bad been given -that the Russian agreement with China in reference to Manchuria was a mere modus vivendi with the object of preventing disturbances. No sequestration of territory or Russian protectorate was intended. The restoration of the Niuchwang railway was also promised. Lord Oranboume added that he was' not aware that any Government dteirod to send an expedition to Taiyuenfu.
