The Legislative Assembly is stall sitting discussing the Temporary Supply Bill, including £134,000, covering the expenses of the ccntingents, £85,000 for plague expenditure, and £ISOO for Mr Barton. Mr Read strongly condemned the Government's delay and unlimited expenditure with regard to the plague. • The Supply Bill was passed' ihrough all its stages. The increased vote to Mr Barton was carried by 44 votes to 19. Mr Barton's indignation is based on a remark made by the Premier daring the controversy on the proposal to increase his allowance that the Government could not allow Mr Barton to remain in England if he could nob come back without extra assistance. In the Legislative Assembly Mr Cann was elected Chairman of Committees. The At-torney-General -introduced the Conciliation Bill. It provides; for the incorporation of industrial unions and a court of arbitration, with power to enforce awards. Any organised body of employers on one side or employees on the other can be registered, but the rules of guch combinations must contain a regulation preventing the governing bodies rushing into disputes without the knowledge and full coneuraehce of members. The Court of Arbitratroai will cbnsisb of a* Supreme Court judge and two other members, one representing the employers and the other the employees. The only appeal will be to the Privy Council. The Bill gives power.to the Court to fix a minimum wage in any trade and provides that a lower rate than the minimum may be payable to any person unable to earn ifull rates.
