United Press Association—By Electric Telegraph—Copyright. PEKIN, April 22. * Great Britain complained that China ?was evo,ding every essential condition of the Northern Railway agreement. Representations were made to the Tsung-li-Yamen to fulfil the Government guarantee. The Tsung-li-Yamen, in replying, renewed the usual promise.
