KAIAPOI-

The Kaiapoi Borough Council met on Tuesday evening.,; present—The Mayor, and Gounciilors Pearce, Edmonds, Bugg, Daly and Knight.' ‘ Leave of absence to Councillor Hayman was granted. Correspondence was read—From the Lands and Survey Department, approving plans, etc., for bridge repairs. From the Minister of Railways, acknowledging the Council's letter relative to railway "accommodation, and promising at- - tent-inn. From the Secretary of the Kaiapoi Cycling Club, asking for clay from the Domain Mid soil off streets, for laying a track. It was decided to give soil from the sides of streets. From Mr J. L- Wilson, asking for soil to be carted on to Cam Street, to keep the sand down. Deferred to the Works Committee, with power fo act. From Mr j. Sims, asking for a floodgate, to he placed at the drain in his paddock on Sewell-Street. Refereed to the Works Committee, with power to act. The Clerk’s report recommended that Mr Stanton should he allowed to plough along the Oh oka Rond : drain , and ca rt the soil away; also, that Darnle.v Square should ho cleared of broom. The. report was adopted.' The Finance Committee reported receipts £99 6s lid, debit £493 2s sd„ and recommended accounts to £64 Os 5d for payment. Adopted, The matter of the drainpipes in Beswick Street was referred to .the Works Committee for a report. The estimate fob The ensuing year were discussed, Councillor Knight objecting strongly to the proposed Is 3d rate being struck this yearlie moved that the estimates should be referred bade to the vinancc : Committee. Lost d'y 4 to 1, Councillor -Knight then moved that the Is 3d rate should be struck out. This was not seconded, and the estimates,were passed. The meeting then closed. ASHBURTON. • The ordinary meeting of tile Ashburton Borough Council was held on Monday evening; present —The Mayor (Air Hugo Friedlander) and Councillors Thomas, Collins, Pauling, Sealy, Davis and Maynard. : The debit balance at the bank was reported as being £1571 Bs. A report of the proceedings at the conference of delegates from the County Council, Borough Council, Hampstead and TinwaJd Town Boards, and the Allenton Ward of the Upper Ashburton Road District, was read. The subject of the conference was the question of dairy arid! milk inspection, abattoirs and the inspection of meat for public sale and consumption. The conference ’ recommended the - appointment of the - Fairfield Freezing- Works as the public abattoir for the district. The Council favoured the recommendation, but further consideration of the dairy question was deferred, pending correspondence with the Secretary for Agriculture. The charitable aid contribution for the year (£B7 8s 9d) was ordered, to be paid in, monthly instalments. The Lighting ' Committee recommended that a lamp suitable for- an; incandescent burner, should be . obtained. If this proved a success a more t -extensive use might be made of-this means of street lighting. The report was adopted. The Works Committee, recognising the necessity for completing the asphalt footpaths, the concrete channelling the formation of streets, and the erection of an addition to certain necessary buildings for municipal purposes, recommended that a loan should be raised for these objects. The recommendation was adopted, and steps were ordered to be taken to obtain the sanction of the ratepayers. A shilling rate was struck, and accounts to the amount of £IOB 7s were passed for payment
