LONDON, August 11. The telegram published in the; “Times,” with reference to railway' concessions to Russia, coping on thai top of yesterday’s debate in the House; of Commons upon _ the absence of; skilful diplomacy in dealing with! China, has moved public opinion, and! the newspapers this morning publish. 1 severe comments. It is stated that France will contribute three and Bel 4 gium two millions, towards the eonstruction of the Pekin-Hankow linej ; and that the contract includes a secret! clause providing for the-extension of : the railway to Canton. August 13. The Belgian Minister at Pekin > formed the Tsung-Li-Tamea that tho : French and Russian Ministers joined; with him in urging disregard of thai British attempt to prevent the rati-4 fication of the Pekin-Hankow rail*; > way agreement.
