Since Major Lugard’s arrival, the headquarters of the British West African staff have been transferred from Lokoja to Jedda. THE NIGER QUESTION. PAEIS, April 19. The Debats states that the French elections are causing delay in effecting a settlement of the Niger question. France is reluctant to make concessions along whole lines without compensation. THESSALY. CONSTANTINOPLE, April. 18. The foreign ambassadors in Constantinople have notified the Sultan that the Turkish troops mustevacuate Thessaly within a ‘month.
