He regarded the speech as weighty and important. THE PANAMA CANAL FRAUDS. PAEIS, March 29. As a result of the confession of M. Arton, a Paris banker, with reference to the Panama Canal frauds, thfy Procureur-General has asked the, G-overnment to accord facilities f6r instituting a prosecution against the following members of the Chamber of Deputies :—M.M. Maret, Bayer and Nequet, and also M. Levey, a member of the Senate. The Chamber refused to suspend the privileges of the deputies concerned until M. Arton’s memoranda were produced. The confession affects thirteen of the present members of the Chamber, besides other deputies since deceased or unseated. MASSING OF TROOPS. .
