FEDERAL COUNCIL.
[Per Press Association.] HOBAET, Jan. 30. At the Federal Council, Mr Byrnes (Queensland) moved in favour of making the Council elective and enlarging its powers. Sir H. J. Wvixon proposed an amendment that, pending the holding of the Federation Convention,it is unadvisable to deal with the constitution of the Council. The voting being equal, both the amendment and the motion were withdrawn. Th e sittings have been concluded. The next meeting was fixed to take place at Melbourne. ' •
