TO THE EDITOR. Sir. —I was much disappointed on reading tha report of the now Mayor’s speech at his installation in which he " shadows forth ” an outline of the policy he intends pursuing, that no mention was made of a public swimming bath for the city, which is so urgently needed.—l am, &c., WILLIAM GARRARD.
