Hanbury, M.P. for Preston, has given notice to ask the Government what money has been paid in respect of the Brennan torpedo. He describes it as an ingenious toy, devoid of practical utility, owing to its limited range. He also asserts that a foreign Government has condemned the principle of this weapon. LISBON, August 2. The commander of the Portuguese vessel which seized a British steamer at Mozambique has been cashiered. [Received August 6, at 1.10 a.m ] LONDON, August S. The rumour is revived that Mr W. H. Smith, leader of the House, will accept a peerage, and that Mr Balfour will succeed him. Mr W. L. Jackson, Financial Secretary to the Treasury, is mentioned as likely to assume the Chief Secretaryship of Ireland. Sir Michael Hicks Beach, President of the Board of Trade, is likely to take charge of the Colonial Office, Lord Knutsford becoming Lord Privy Seal.
The Marquis of Salisbury Las declined to accept the overtures of the friends of Lord Randolph Churchill, regarding the latter rejoining the Cabinet.
