The Times, in referring to the proposals for an Australian Dominion, states that little punctilios ought not to deter Sir Henry Parkes from accepting the proposal of the Premier of Victoria for a conference to discuss Federation; otherwise Federation is only a dream. An engineer at Glasgow has sub- ’ mitted to Sir Saul Samuel, AgentGeneral for New South Wales, a new' process for treating refractory ores., The process has been referred to experts, to report on. [Received Nov. 21, at 1.15 a.m.J The Times, in the course of an article on Sir Henry Parkes’ advocacy of an Australian Dominion, says the Federal Council is not competent to deal with the question of common defence, and that when that the solution of that question becomes a ; matter of urgency, it must be dealtwith by a federal legislature possessing sovereign or quasi - sovereign* attributes.
