The Sub- Committee appointed by Congress to consider President Cleveland’s message, brought up their report to-day, in which they recommend that the policy of retaliation, as promulgated by him, should be pursued. OTTAWA, August 31. The Hon J. S. D- Thompson, Minister for Justice, declares that President Cleveland’s message to the American Congress is evoking a national spirit in Canada, and is producing magnificent resnlts, [Received Sept. 3, at 1.15 ft.m.l WASHINGTON, Sept. 1. Mr T. P. Bayard, Secretary of State for the United States, has directed that British vessels engaged in sealing in Behring sea shall be allowed to carry on their operations without being* molested. OTTAWA, Sept. 1. Mr J. S. D. Thompson, Minister for Justice in the Government of the Dominion, asserts that the United States Government are required to give two years’ notice before they can suspend the existing treaty.
