LYTTELTON HARBOUR BOARD.
The ordinary meeting of the Lyttelton Harbour Board was held at their Christchurch office, at 11 a.m. yesterday; present —Messrs E. G. Wright (in the chair), P. Cunningham, R. Westenra< W. White, C. Albans ong/ for absence was also received Amir Tosswill. •” chairman’s STATEMENT, r The Chairman made the following statement : —Since our last meeting the following sums have been paid into the Board’s account-Wharfage dues, £IO7O 18s 6d; pilotage, £355 ; towage, storage, warps, &c., £189195; total, £1615 17s 6d. The Bank pass-book is on the table, and shows a debit balance of £4481 13s 7d. Accounts for payment amolmting to £689 lls 7d will be laid before you to-day. Report No. 44 of the Harbour Improvement Committee will be brought up for consideration at this meeting. The Secretary reports that Mr A. Joyce, who was taken on on probation for two months, in place of Mr Hindrey, at the Lyttelton office, is suited to the duties, and I will ask the Board to confirm his appointment at £IOO a year. . No further information is to hand from Wellington in regard to the Gladstone dieds, or as to the collection of the railway haulage charges from the Board’s stores to the ship’s side. Mr M'lntyre’s report on th« goods at present in our stores is on the table. The work of clearing the drains through the reclaimed land, which were blocked by boulders and debris from the adjacent gullies at the time of the flood, has been completed at considerable expense. The repairs to the western breakwater have also been completed under our Inspector’s supervision, by day labour. There is still some work to be done to the spoil bank and road to the bathing place in Sandy Bay, the cost of which will amount to about £SO. I will ask the Board to authorise this being done by day labour, the rock required for the repairs being handy to the work. The members of the Harbour Improvement Committee inspected this road and spoil bank yesterday, and agreed that it was desirable to'complete these repairs. Our Chairman; has written from Wellington in further reference to the Foreshore Bill, stating that the Government require descriptions of the various jetty and bathing sites' which the Board desire to have vested in them. As this could not be furnished in time for this session, the matter will have to stand over. A letter will be read from the Admiralty, in reference to the , marking on the Admiralty charts the fact of the in-set currents on the Ninety-mile Beach. The charts are on the table. You will remember that attention was drawn to this matter by our Board some time ago. The accounts presented were passed for payment. HARBOUR IMPROVEMENT COMMITTEE. The Harbour Improvement Committee presented the following report:— “ (1) Your Committee, after inspecting the site near the tunnel mouth, recommend that Lot No. 16 be divided.in to two lots, as per plan. Lot 16a to be leased by tender for 21 years, and Lot 16b next to the tunnel mouth, to be leased from year to year. (2) In reference to the application of Mr H. Dando, the Engineer in charge of the Board’s Electric Light Installation, the Committee recommend that his pay be increased from £3 10s a week to £2OO a year, to date from August 1 next. (3) The Committee having placed before them an application from the mate of the tug for a.n increase of pay, do not at present see their way to increase the pay of any member of the tug staff. (4) The Committee having considered the circular letter, from the Wellington Harbour Board re endowments, suggest that a reply be sent- that the Lyttelton Harbour Board are qqite prepared to co-operate with the Wellington Harbour Board with the object of obtaining endowments for Harbour Boards generally. (5) The Committee recommend that alternative tenders be called for the supply of coal, from steamers or sailing vessels, as well as from the hulks in> the harbour.” . The clauses of the report were considered seriatim. Mr C. W. Turner suggested • that, as the attendance was so small, the consideration of clause 1 should be deferred to the next meeting. He pointed out that the section of land referred to therein would perhaps become of very considerable value', and it was inadvisable to deal with it in so thin a meeting. Mr White thought that the Board would he unwise in letting any portion of the site. After further desultory discussion, the clause was postponed until next meeting. The remaining clauses of the report were adopted. MISCELLANEOUS. The appointment of Mr A. Joyce, as clerk in the Lyttelton office, was confirmed. It was decided that the repairs to the spoil bank and road to Battery Place should be undertaken by day labour. Mr Toss will’s notice of motion, re alteration of the day and hour for the Board meeting, was postponed till next meeting. A letter was read from the Secretary to the Marine Department, Wellington, stating that he hr informed by the Hydrographer to the Admiralty that a note to the effect that an in-set is experienced on the Ninety-mile Beach, had been on the Admiralty charts since January, 1885, andthatthe wording of the note had, in March last, been altered with the intention of making the warning more distinct. Copies of the three charts bearing the remarks were forwarded to the Board. It was decided to make the letter public, and to frame the charts and hang them up in the captains’ room in the Board’s office at Lyttelton. It was decided to forward the bill for clearing thqrculverts on the reclaimed land to the Lyttelton Borough Council for payment. The Board then adjourned to 11 a.m. on Thursday, Sept. 2, to meet in Christchurch.
