■ In 1883 there were 974,759 paupers upon, the books of Parish Unions; altogether 3,400,000 persons came upon the books; 103,355 persons were confined as lunatics; and 273,560 people were committed to prison for crime. An English paper says the rector of St Helen's lives at Bath, and that from the time of his appointment he has never performed any duty whatever, but during the last twelve years he has drawn more than £15,0C0 for salary. * A little girl from Montgomery, Alaska, who wrote a note congratulating the Emperor Joseph of Austria upon the occasion of the celebration of his last birthday anniversary, (which was also her own), has received from the Emperor a four-leaved clover in gold, with a diamond dewdrop in. its centre.
