It shall not be lawful for the Town Council to erase any name from, or to insert any name on such list, uoless a notice in writing of the objection to any such name, or of the proposal to insert any such name on such list, and of the grounds thereof respectively, signed ,by some person whose name shall appear on such list, shall have been served on the person objected to, or the person whose name is proposed to be inserted, as the case may- be, either personally, or by leaving the same at his ordinary place of abode, on or before the 15th day of the said month; and unless a correct copy of such notice shall be produced in court at the time of hearing such objection'or proposal to insert any such name as aforesaid: Provided that it shall be lawful for the Town Council to insert on any sucii lists, the name of any person claiming to have his name so inserted, and proving to the Court that his name has been improperly or erroneously omitted therefrom. List to be signed by Chairman of Town Council and to be Burgess Roll. 7. The lists, so made up and corrected, Ehall be signed by the chairman of the town Council, and shall be the Burgess roll for each ward respectively for the ensuing year ; and all persons whose names shall appear thereon, and none others, shall be taken and deemed to be Burgesses of the Town and Suburbs of Lyttelton. Returning Officer for each Ward. 8. There shall be a Returning Officer to each ward, "who shall be appointed from time to time by the Superintendent and shall hold office during his pleasure. Qualification of Town Councillors. 9. Every Burgess shall, except r,s hereinafter provided, be qualified to be elected a member of the Town Council. Any two Burgesses may propose Candidates. 10. Any two Burgesses of any ward may propose, as members of the Town Council for that ward, any number of Burgesses, not exceeding the number to be then elected ; provided that it shall not be necessary that any candidate shall be a Burgess of the ward for which he shall be propose d. Proposers to send nomination of Candidates to Returning- Officer. 11. Such proposers shall, on or before the 24th day "of December, cause to be delivered to the Returning-Officer by leaving the same at his ordinary place of abode, or such other place within the ward as he shall by public notice appoint, a nomination in writing, containing the Christian names and surnames of the person or persons whom they [propose, together with their places of abode and descriptions ; and such nominations shall be signed by the proposers setting forth their own places of abode and description. Candidates elected if not exceeding Vacancies in number. 12. If the number of candidates duly proposed and duly qualified shall not exceed the number of members to be elected, the Returning-Officer shall, on the 26th day of December, by a public notice posted in some conspicuous place within the ward, declare such candidates to be duly elected. If there are more Candidates than Vacancies notice to be given. 13. If the number of candidates shall exceed the number to be elected, the Re-turning-Officer shall immediately issue a public notice by "posting the same at some public place within the ward, and by advertising the same in all the newspapers published in Lyttelton before the day of election, setting forth the names, places of residence, and of the candidates and their proposers.
