The following proposed Bill for the incorporation of the Town of Lyttelton, has heen handed to us for publication. . A BILL To conititnte a Municipal Corporation for the Town and Suburbs of Lyttelton. Preamble. "YXTHEREAS it is expedient tomakepro- * * vision for the Municipal Government of the town and suburbs of Lyttelton, and for the good order, benefit, and convenience of the inhabitants thereof:-— w Be it enacted, by the Superintendent of the Province of Canterbury, with the advice and consent of the Provincial Council thereof, as follows: — Corporation constitvAed. 1. The inhabitants of the district set forth and described in the schedule A to this Ordinance, shall be a body corporate in name and in deed under the name and title of *' The Council and Burgesses of the Town and suburbs of Lyttelton," and under such their name shall have perpetual succession, and a common seal ; and shall be capable in law to -do and to suffer all such acts as can be lawfully done or suffered by any body corporate, and shall have power to accept, purchase, and hold any property whatsoever, real or personal, either generally for the use of the * said body corporate, or in trust for any specific purpose; and also power, subject to the restrictions hereinafter contained, to slienate, sell, mortgage, lease, convey, assign, and transfer the same. Town Council constituted. 2. In the Municipal Government of the Town and Suburbs of Lyttelton, there shall be a Council of the said Corporation to be called throughout.this Ordinance, the Town Council of which shall consist of nine-mem-bers to be elected from the burgesses of the said Town and suburbs, in manner hereinafter provided. Town and Suburbs to be . divided into three j. wards. 3. The Town and suburbs of Lyttelton shall be divided into three wards, to be called respectively the south ward, the north ward, and the west ward, and such wards shall be severally defined and bounded as set forth in the schedule B to this ordinance annexed, and each ward shall return in the manner hereinafter provided three persons to be members of the said Town Council. Town Council to make, annual lists of ratepayers. 4. On or before the first day of December in each year, the said Town Council shall cause to be made a true and complete alphabetical list of all persons within each ward who shall be liable to pay any rates under the provisions of this ordinance, and shall, on or before the 7th day of December in each year, notify, by advertisement in the newspapers published in Lyttelton, the place where such lists may be inspected by any person desiring to inspect the same; and the said lists shall be open for public inspection at such place for ten clear days after the publication of such advertisement; and such advertisement shall also contain a notification of the place where the court for revising such lists shall be held, as hereinafter provided. Toxon Council to hold open Court to receive lists. 5. Upon the 20th day of December in ea'£h year, the said Town Council shall hold ari open Court, at some place notified as aforesaid, at which it shall receive and hear all objections to the said list, and shall erase 'therefrom every name which shall be proved to its satisfaction to have been improperly or erroneously placed thereon, and shall add thereto the name of any person which shall be.proved to its .satisfaction to have been impro.per.ly or erroneously omitted therefrom.
