The Times Berlin correspondent says that the Borsen Zeitung sharply attacks France on the basis of a report published by Le Matin that several French regiments are being mobilised to strengthen the fortress garrisons and “the offensive powers of the troops' are now held in readiness at the French north-east frontier.” The inference may be drawn that in view of these measures Germany will be less ready than ever to give any undertakings regarding refortification in the Rhineland.
