NEW POLICY OUTLINED. EXTRA TERRITORIAL RIGHTS. (Press Association. —Copyright.) (Received 12.20 p.m.) • London, August 9. The Times Tokio correspondent states that the Cabinet has approved of the general principles for the abolition of e<xtra territoriality in sixty Manchukuo districts. The abolition will be effected gradually with a view of avoiding sudden changes in the life of the Japanese communities and ensuring free development of the Japanese policy. Japan will retain the railway zone and the administration rights over it, transferring concurrently the abolition of extra territoriality. Japan's rights over the Kwangtung will not be affected.
