It condemns Ziwar's unconstitutional acl in defiance of public opinion, and particularly denounces the dissolution and modification of the electoral law, and accuses the Government ol interference with the freedom of the elections. It concludes by declaring that the Government will be held responsible for its actions and the consequences thereof. /
