GERMAN FOOD PROBLEM.
ADMISSION OF FAILURE. Received 9.35 a.m. Amsterdam, Frjday. Herr Battocke, in the Reichstag, said he was convinced the food supplies would last until the harvest, but the Government must ensure careful distribution and proper cultivation of soil. England was forced to copy Germany, but couldn't introduce bread tickets on t ! .ie German scale because of insufficient supplies. Germany could expect considerable help from Roumania, but it must be remembered that the bad harvest in Hungary and crops in occupied territory generally were disappointing. The war created difficulties for agriculture in Turkey and Bulgaria. The speech is regarded as an admission of failure to solve the food problem.
