Tho Hon. Mr Allen said the measure made provision for a orailuated land tax on tho same principle .as provided by the Graduated Lain'. Tax of last year. Tho House wont into Committee- on the Local Bodice Lands Bill Mr Witty suggested tho insertion of a clause relating to ("no raising of joint special loans makimr it obligatory for the local bodies concovncc' to agree as to the apportionment and details of the loan before iho same was raised. The Minister agreed to insert wrdp to that effect. At clou re at! providing for penalties to;- alleged borrowing, Mr Wilford contended that (he balance of the | clauses should tie referred to the Statutoa Revision Committee owing to the j'rent. importance of the matters concerned, and the involved nature of the clause. The Minister did not agree to the suggestion. Mr Wilford thereupon moved that (he chairman leave the chair as a protest. After discussion the motion was lost on the voices. The clause providing for the acceptance of loans by local authorities within six months was altered to provide for their acceptance within two months.
