TERRITORIAL COMMISSIONS.
NEW SYSTEM OP APPOINTMENT. The chief of the general staff, Colonel E. S. Heard, gave a reporter at Chriatchurch a brief outline of the Bcheme which is to be followed, in future in the granting of commissions in the territorial fotce°.
Starting frum July of next year commissions, he said, will go by competitive examinations. All non-com-missioned officers of territorial forceß and non - commissioned officers of senior cadets of the rank of sergeant will be eligible to compete, provided they are between the ages of 18 and 25 years. Positions as they fall vacant will bs filled in order of merit, the senior men in examination list being given choice. In the event of a successful candidate at the examina-
tion not finding a place he will have to sit again at the examinations in the following July. The examinations are to hold for one year only. In all cases a candidate will require to have the approval oE the officer commanding the unit to which he is to be attached.
