THINGS PARLIAMENTARY. Received October 19, 9.35 a.m. Melbourne, This Day. In the House of representatives the Bill for fixing laws and regulations for the provincial Government in tbo Federal capital was read a first time. Mr Hughes "moved the second reading of the Bill dealing with trade combines and monopolies. Mr Howes, in moving the second reading of the Constitution Alteration Bill, said the proposed alteration would not lead to unification. The Federal compact required two powers: National and State. The Federal Parliament wanted all the powers that were really national. It was essential that it should govern commerce. It had been thought Parliament had power to govern monopolies. It was found it had not. Australia was not going to sit idle regarding this greatest danger of modern days. It was not reasonable to raise the standard of living and leave people in the hands of these powers, that could fix prices; Twenty-nine monopolies had come under the notice of the Government which would have to teach the people that profits, as well as wages, were susceptible to legislation. Perth, This Day. The Legislative Assembly has passed the Supply Bill for £719,510, including £382,000 for loan expenditure. MYSTERIOUS DISAPPEARANCE.
Perth, This Day. Considerable mystery exists over the disappearance of Ethel Harris, five months ago. She lived with a man called Alfred Smart, who is now in gaol, waiting his trial on a charge of bigamy. Tho girl disappeared just prior to Smart's marriage to another woman. The police, in digging in the yard of a house where Smart lived, found articles of Harris' clothing, an iron bar with hair attached, and othetarticles. Smart says Harris left him a week before his marriage. The case is awakening tremendous interest.
