OUTLAWRY DEMANDED. HOUSE OF LORDS. (United Press Assn—By Electric Telegraph—Copyright.) LONDON - , March 26. National Liberal Federation publishes a detailed programme de-j manding outlawry of aggressor States in the event of war; universal abandonment of aggressive weapons forbidden Germany, and prohibition of private manufacture of arms. The House of Lords should be reconstituted in favour of an assembly elected by Comomners from the nation as a whole. There should be separate Parliaments m Scotland and Wales, also reform of the Bank of England.
