An official summary of the Mandates Commission’s report on Palestine, declares the mandate is unworkable owing to growing anti-Semitism, and certain fluctuations of the British policy encouraging the Arabs to believe that! violence will stop Jewish immigration. The report recommends a transitional period of political apprenticeship for Arabs and .Jews, either by provisional cantohisation j by which two States would enjoy internal autonomy and control of immigration, subject to the Mandatory’s control of defence and foreign affairs, or by a separate mandate for each State, ; until they proved their ability to undertake SelfGovernment. Tiie report approves of a separate regime for holy places,. and draws attention to the sufferings of Jews, to whom the world is becoming increasingly closed. Tributes are paid in the report to Britain’s disinterested efforts on behalf of both Jews and Arabs.
