Negotiations have been completed for a protocol which will shortly be signed, by England, France, the United States, Italy and Japan under the naval treaty, undertaking that submarines will not sink or disable merchantmen unless they persistently .refuse to submit to a search. In addition they must first conduct the passengers to a place of safety.
The French and Italian acceptance now clears the way to approach other naval powers with a view to the embodiment of the clause in international law.

LONDON, October 14
Britain’s million pound white elephant the 2780 tons submarine XI, built in VJ22, and capable of submerging for two: and a half days, is to be scrapped. Jt has been out of commission for years, and was -probably the Admiralty’s worst investment.
