FIVE POWERS AGREE

CONDUCT AT SEA

SUBMARINES & MERCHANTMEN;

(United Press Association— By Electric Telegraph--Copyright).

(Received this day at 11.30 a.m.) LONDON, October 14. Negotiations have been completed for a protocol which will shortly be signed, by England, France, the United States, Italy and Japan under the naval treaty, undertaking that submarines will not sink or disable merchantmen unless they persistently .refuse to submit to a search. In addition they must first conduct the passengers to a place of safety.

The French and Italian acceptance now clears the way to approach other naval powers with a view to the embodiment of the clause in international law.
