MAY REMAIN IN LEAGUE. LONDON, October 4. It is now believed that Italy will remain at least a nominal member of the League while not directly taking part in its activities. After consultations with his Foreign Minister (Count Chino), which lasted all day, Signor Mussolini was still silent, and well-informed observers in Rome believe that he will not offend Britain and France by sumanaiily walking out. It is authoritatively reported that he is ordering the withdrawal of all Italian representatives on the League Committees, but it is pointed out that this does not mean a formal severance of diplomatic relations with Geneva. The fact that Italy has not yet walked out otf the League after Mussolini s threats tis regarded by certain sections of opinions in Britain and France as confirmation of the view that the recent policry of submitting to threats by dictators constitutes unnecessary weakness. II Duce so played on the psychology of League c ircles that they were certain the atbnission of Abssinia would immediately be followed by decisive action from -Italy. Instead Mussolini has shown hesitation and v.m vering hitherto expected only from democracies.
