NAVAL STRENGTH
NOTES TO U.S.A. AND JAPAN. (British Official Wireless.) RUGBY, July 15. Notes were handed to the Ameri-. can and Japanese Amhassadbrs in London to-day, for communication tp their respective Governments, in which llis Majesty’s Government states its 1 intention to invoke article 21 of the London Naval Treaty of 1930, known as tlie escalator clause, with a view to the retention by Great Britain of 40,000 tons of over-age destroyer tonnage above tlie figure which, according to the treaty, the British Commonwealth of Nations should possess on December 31. The retention of Hawkins class cruisers is still under discussion among the British, Japanese, and United States Governments, and it is understood that this was the subject of separate .■comnmnJSi’tions made to the Japanese and American Ambassadors to-day, iri which His Majesty’s Government set out the reason why it does not consider the retention of these cruisers as contrary to tlie treaty.
