Scandinavian and Dutch foreign ministers discussed the European situation including thje failure of sanctions, Germany’s violation of Versailles -and the possible reform of the League. They Agreed to await a Fraiicd-British lead. There was.a general impression that an uncomfitable job must be done in the abandonment of sanctions, which Everyone prefers to-pass on "to somebody else.
