Admiral Hirota says, although com pelled to withdraw from the naval con ference, Japan will continue the spirit of disarmament and non-aggression. Japan does pot desire to start a build lng race, but will continue to co-op-erate with other naval powers.

Japan’s withdrawal is a storm signal to the world. •The “Deutsche Allegmeine Zeituug" says: The world’s important problems ■lie in the Pacific. Their solution is becoming urgent. The “Angriff” says: Japan’s step is a :fresh- indication of her intention to pursue her own policy, which on the other hand, will lead to closer AngloAmerican co-operaion in the Pacific.
