JAPAN’S CLAIM
CONFERENCE DISCUSSION.

LONDON, December 13. I’lie naval conference continued to discuss the Japanese proposals of a
common upper limit after the New Zealand delegate had made observations on the proposal. The Japanese delegates in response tr various requests for elucidation, furnished additional explanations regarding the nature and •‘-'cope of their proposals, upon which the delegations further commented.
The next meeting will he held on Monday afternoon, and will be restricted to the heads of delegations in an effort to speed up the business ol the conference, which the .Japanese demand lias thus far dominated. British circles remain reticent, explaining that Japan’s plan ha"s not yet been fully propounded, but there is not the least chance of acquiesenee in it.
The progress of negotiation is slow, which is not surprising in view of the inability of the Japanese to obtain any sympathy for their claim for equality.
