1923 CONSTITUTION R ESTORED

CAIRO, December 12
Nessim forestalled the new National Front, in obtaining King Fuad’s signature to a decree restoring the 1923. Constitution, before the leaders had time to send a letter to the King. Nessim continues in office. He is unlikely to survive the election, which, lie himself, says will be held shortly. The National Front sent a letter to the residency declaring a readiness to agree to the Draft Treaty of 1930. It is understood that if the signatories are assured of Britain’s good faith, they are prepared to agree to a postponement of operations until after the international crisis.
The treaty provided that Egypt be an independent nation qualified to join the League, but reserved to Britain certain responsibilities as regards defence and interests of foieigners and minorities. The military causes are specially important, in view of tho present naval force, at Alexandria, and the large Italian Army in Libya. Under the Treaty British troops would withdraw to the Canal zone.
Nessim, on leaving the l’alace, issued a statement expressing gratitude to Sir Samuel Hoare for elucidating the position in the Commons on December 5, after his speech at the Guildlia.il on November 9, which unfortunately was misunderstood. It is hoped the new move will bring the country happiness.
