The peace proposals which are published largely confirm the forecasts that Eastern Tigre will be ceded to Italy, while Abyssinia will retain the South Affssa territory necessary to give her outlet to the sea, preferably Assab.

They also include the rectification of the Ogaden frontier, presumably giving Italy a large slice as far as Warandar, thence up toward the frontier of British Somaliland.

FRANCE’S “ULTIMATUM’’

LONDON, December 13

The “Manchester Guardian’s” political correspondent says ; M. Laval virtually presented an ultimatum to Sir Samuel Hoarc (British Foreign Secretary) that Franco would have, nothing- to do with oil sanctions. He was convinced they would drive Signor Mussolini to desperation, and might even provoke an Italian attack on the British Fleet. M. Lavai did not withdraw his promise or French support in the event of such an attack, but he emphasised tin, technical difficulties against preventing swift French aid. Therefore, Sir Samuel Hoare collaborated in producing settlement proposals satisfying not for the League, but for Signor Mussolini.

M. HERRIOT DENOUNCES PLAN

The “Echo de Paris” says M. Herriot, at a meeting of the Socialist executive, described the peace proposals as “monstrous and criminal,” adding the League would emerge humililated and smashed.
