REPORT BY COMMISSION. INTERCHANGE ADVOCATED. (United Press Association. —By Electric Telegraph.—Copyright.) LONDON, June 10 The Commisson on educational, and cultural firms advises the establishment of a national film institute which will create an advisory committee including representatives of learned societies, educational associations, the Dominions and India, with the object of influencing public opinion in the appreciation of good films. Referring to the effect on child education. the report" expresses the opinion that films are stimulant, not sedative. There was much muddled thinking over the effect of films on children today. who were equally entitled to their “crooks,” as yesterday’s were to “bandits.” Slapstick comedy, miscalled “vulgar,” is healthy and delights the children.
Tho report urges the establishment of films in schools, also special programmes for children, and the interchange of films between Britain and the- Dominions to aid mutual understanding in 'Empire teaching, trade and publicity.
